Who We Are

LinkBuild, Inc. is a social enterprise that provides development finance and delivers innovative housing projects for urban poor living in informal settlements and high risk areas across the Philippines. Founded in February 2014, we are one of the two latest additions to the Philippine Alliance, a grouping of 5 organisations who have as their common mission to provide sustainable shelter solutions to the urban poor through community driven processes. LinkBuild was formed in order for the Philippine Alliance to deliver sustainable housing to scale for Homeless People Federation Philippines Inc. members, affiliates and partner community networks.


At LinkBuild we have a unique approach to pro-poor urban development. With the support of the members of the Philippines Alliance, we advocate and promote community-led development processes. Through HPFPI, we are able to collaborate with self-organising communities and deliver bespoke housing that caters their real needs. Our goal is to deliver housing projects that are financially self-sustaining, affordable and resilient. LinkBuild’s team builds on 10 years of expertise providing housing solutions for marginalised communities across the country.


LinkBuild will be recognised as a pioneering shelter provider for and with the poor linked to a broader people-driven settlement development process.

Marlon Palomo


Marlon is a veteran in the social enterprise field being one of the leaders of the Philippine Rural Reconstruction Movement (PRRM). He is also the Executive Director of International Network of Alternative Financial Institutions (INAFI-Phils) since 2004 and Director of the Lagawe Highlands Rural Bank (LHRBI).

Dario Cubelo

Vice President

Dario was a Board member of Philippine Action for Community-led Shelter Initiatives, Inc. and is now its Executive Director.  He is also a licensed environmental planner and previously worked in Western and Northern Leyte as the Area Coordinator of Yolanda Response Project of United Nations Development Program.

Ofelia Bagotlo


Ofelia was the former National President of the Homeless People's Federation Philippines, Inc. (HPFPI) from 2010 to March 2017 with HPFPI being the people's organization member of the Philippine Alliance. Since 2012, she has been a Council Member of the Slum Dwellers International (SDI). She has been an acive volunteer for HPFPI-NCR and is also currently interim coordinator of HPFPI Bicol.

Nightingale Keyes


Night is the Executive Director of Freedom to Build, Inc. which is one of the pioneers in socialized housing development, providing affordable housing for to low income groups since 1976. She is also the Secretary of Cities Development Initiative For Asia (CDIA).

Rolando VIllanueva


Rolly is the Executive Director of CoReACS. He gained his experience in the microfinance field working in Angola, Africa for 11 years (from 2003 - 2014) as consultant of microfinance, organizational development and management.

Carl Earvin Beray

Board Member

Carl is the President of Technical Assistance Movement for People and Environment, Inc. (TAMPEI). He also worked as technical consultant for the Socialized Housing Finance Corpporation (SHFC) in 2014 particularly in the development of the high density housing program for informal settler families. He now works with a private design and construction company in Vigan, Ilocos Sur.

Erlinda Mosqueda

Board Member

Erlinda is a community leader in Valenzuela City, Metro Manila and the President of the Valuenzuela People's Organizations Network (ValPONet) which is an affiliate of the Homeless People's Federation Philippines, Inc.

Our Team

May Domingo Price

Executive Director

May has work experience as community architect in Cambodia and Philippines which proves her passion to work with urban poor communities. Her limitless abilities as head of the team match her limitless scope of work that includes making project models and researches as well as creating cash flow projections. She is even providing yoga lessons to ensure that the whole team have sound mind and body in materializing the institution's vision and mission.

Vhal Libutaque

Project Development Officer

Vhal is a proud community architect. She practice her profession with different communities for nearly a decade now and still has the fire to keep going on the same track. All projects, with the guidance of May, are under her supervision. She is involve in all phases of the projects from conceptualization, development, implementation making sure that it will be successfully delivered to the community beneficiaries.

Jason Christopher Co

Legal Adviser

Jace is an alternative lawyer who has done work with farmers, urban poor and housing NGOs since 1997. He has worked with the Homeless Peoples Federation Inc. as member of PACSII, and worked as Legal Officer for the Presidential Commission for the Urban Poor in 2001-2003. He also worked as Supervising Legislative Staff Officer in the Phillipine Senate. He builds on the innate knowledge and skills of leaders of urban poor communities through hands- on paralegal trainings and dialogues on relevant laws on land, housing and local governance.

Joefry Camarista

Project Engineer

Joefry is one of the founding members of TAMPEI and was elected as its Vice President from 2010 - 2013. He is also the Project Manager of CLIFF Housing in Iloilo and worked as the site coordinator of Iloilo City Urban Poor Affairs Office in 2008. In 2015, he bacame part of the team as it's project engineer. He is in-charge of managing and monitoring the construction of all the projects. He also capacitate the technical staff in the regions through providing trainings and workshop.

Divina Grace Go

Senior Finance Officer

Grace is with Philippine Rural Reconstruction Movement from 1993 to 2015 as its Project Accountant and as Field Operations Senior Finance Consultant from 2013 until 2015. At present, she is also the finance consultant of Institute for Social Entrepreneurship in Asia.




Joan Endraca

Junior Finance Officer

Joan is responsible for accounting records of the organization. She is also assisting Grace, the senior finance officer, for whatever is needed for financial reports. Completing the finance team with Jen, rest assured that the institution's financial records are under control. She is also in-charge of keeping the office plants alive.




Jennilyn Camacho

Junior Finance Officer

Jen has a three-year experience in audit and validation as a supervisor before becoming a part of LinkBuild. Being a well-organized person with keen attention to details makes her the perfect addition reinforcing the finance team. She is the first staff hired who is based on the national office breaking the 5-feet height rule.

Rowena Piacca

Admin and Cash Officer

Rowena is maybe the youngest team member but she is not new to an NGO work environment. Always running from one place to another, rest assured that all the coordination and admin support stuff can be considered done before the day ends. She always makes sure that everything on the calendar of activities in the office are done without spending a single peso over the budget.

Precious Anne Lopez

Architect Intern

Precious is an architecture graduate having her apprenticeship in LinkBuild. She is an alumnus member of the UP Task Force Arki, the only service-oriented student organization in UP College of Architecture, which is affiliated with the Alliance since 2013. She is in-charge of providing support work to her awesome bosses.
