Who We Are

LinkBuild, Inc. is a social enterprise that provides development finance and delivers innovative housing projects for urban poor living in informal settlements and high risk areas across the Philippines. Founded in February 2014, we are one of the two latest additions to the Philippine Alliance, a grouping of 5 organisations who have as their common mission to provide sustainable shelter solutions to the urban poor through community driven processes. LinkBuild was formed in order for the Philippine Alliance to deliver sustainable housing to scale for Homeless People Federation Philippines Inc. members, affiliates and partner community networks.

 

At LinkBuild we have a unique approach to pro-poor urban development. With the support of the members of the Philippines Alliance, we advocate and promote community-led development processes. Through HPFPI, we are able to collaborate with self-organising communities and deliver bespoke housing that caters their real needs. Our goal is to deliver housing projects that are financially self-sustaining, affordable and resilient. LinkBuild’s team builds on 10 years of expertise providing housing solutions for marginalised communities across the country.

Board

Marlon Palomo

President

Current Executive Officer of the Philippine Rural Reconstruction Movement (PRRM) and a veteran in the Social Enterprise field having over 25 years of experience. He has worked in the field extensively as chair, manager, development consultant and project evaluator in area development projects, social enterprise projects and microfinance operations. Marlon has also held senior roles in various development institutions such as International Network of Alternative Financial Institutions (INAFI), Lagawe Highlands Rural Bank (LHRBI), and Department of Agrarian Reform (DAR) among others.

Tes Carampatana

Vice-President

Tes is the current National President of the Homeless Peoples Federation Philippines, Inc. (HPFPI) and since 2010, one of the community leaders in the United Libis Homeowners Association. As secretary of the Board, she brings with her vast knowledge and experience in community organizing, government funding programs and mobilizing the marginalized urban poor sector to guide LinkBuild in its social mission.

Christopher Ebreo

Secretary

Christopher is the current TAMPEI Executive Director. He has almost a decade of experience in the affordable housing and property sector working as a community architect for TAMPEI, the technical arm of the Philippine Alliance since 2009. He has worked extensively in participatory design including community mapping processes, community workshops, and community organizing.

 

 

 

Deanna Ayson

Treasurer

Coordinator of PAACSI, the mother NGO of the Philippine Alliance and has 20 years of work experience in the non-profit sector focusing on training, planning and research of community-led shelter initatives. Dee has extensive competencies in Journalism, Community Development and Professional Education earning degrees from the University of the Philippines Diliman.

Rolando Villanueva

Auditor

Current Executive Director of CoReACS, the micro-finance arm of the Philippine Alliance,  and bringing with him to LinkBuild over 11 years’ experience of working within the micro-finance, organizational development and management sector in Angola. Prior to LinkBuild he has worked as the Project Manager in the Canadian NGO, Development Workshop, which focuses on poverty reduction through affordable credit schemes.

 

 

 

Angel Ojastro III

Board Member

Former Secretary-General of the Housing & Urban Development Coordinating Council and has more than 20 years of professional experience as law practitioner specualuz degrees in both Economics and Accountancy. Angel has worked extensively with the government having been a consultant in the National Anti-Poverty Commission, Office of the Secretary at the DILG and Naga Local City Government. He also has work experience as a Legal Consultant of the World Bank in the Philippines. He specializes in criminal cases, land disputes, contract enforcement, environment cases, election-related cases and damage suits.

 

Erlinda Mosqueda

Board Member

Erlinda is a community leader in Valenzuela City, Metro Manila and the President of the Valuenzuela People's Organizations Network (ValPONet) which is an affiliate of the Homeless People's Federation Philippines, Inc.

Our Team

May Domingo Price

Executive Director

A pioneer in the community architecture field in the Philippines, her commitment to development work with urban poor communities started as a young architecture student in the University of the Philippines Diliman. After which she carried on in the field of housing and settlements development for marginalised communities. Before joining LinkBuild, May worked as Projects Coordinator and subsequently Interim Executive Director of the Philippine Action for Community-led Shelter Initiatives Inc. (PACSII). For the past decades and in various capacities, she has been involved with the Asian Coalition for Housing Rights and the ACHR-Community Architects Network. She also worked in Cambodia for five years with the ACHR and as UN Volunteer.

Vhal Libutaque

Project Development & Coordination Manager

Vhal first joined the Philippine Alliance, previously in PACSII, as a young architect intern in Iloilo City, Philippines. She has since worked as a community architect in the Alliance for nearly a decade, starting from TAMPEI, the technical arm of the Alliance until her transfer to the Alliance’s Housing Development Enterprise, LinkBuild. Vhal has also been part of the Perween Rahman Fellowship 2014 as one of the community architect fellow. Currently, she is involved in all the phases of LinkBuild’s projects as its Project Development and Coordination Manager.

Jason Christopher Co

Legal Manager & Davoa projects Coordinator

A passionate alternative lawyer with more than 20 years of experience in working with farmers and urban poor communities. Jace has worked with the marginalized sector since 1997, starting from his stint as a staff lawyer of the Sentro ng Alternatibong Lingap Panligal / Alternative Legal Assistance Center (SALIGAN / ALAC), then as Mindanao Program Coordinator of PACSII, the mother NGO of the Alliance. Since then, he has also worked in the government sector as the Legal Officer for the Presidential Commission for the Urban Poor and as the Supervising Legislative Staff Officer in the Philippine Senate. He brings his expertise in paralegal trainings, dialogues on laws concerning land, housing and local governance to assist LinkBuild as its Legal Adviser.

Divina Grace Go

Budget & Finance Manager

With over 20 years’ experience of working with NGOs and Social Enterprises, Grace has developed expertise in the finance of non-profit institutions. Prior to joining LinkBuild as its Senior Finance Officer, Grace has worked in the Philippine Rural Reconstruction Movement as its Project Accountant and as Field Operations Senior Finance Consultant. 

Richard Piedad

Interim Finance Manager

Donning a Master’s Degree in Business Administration from the Pamantasan ng Lungsod ng Maynila and a Certified Public Accountant, Richard has spent 16 years working in the finance and accounting field in various companies in the Philippines since 2001. His expertise on the preparation of financial statement with manual & computerized accounting systems

Eugene Natividad

Construction Coordination & Monitoring Manager

A civil engineer with more than twelve years of work experience in the Middle East. Prior to working abroad, Eugene has worked in a well-known Real Estate Development firms such as Robinsons Inc, Filinvest Land and Masaito Development among others. He specializes in construction and project management, quality assurance and control, quantity surveying and construction supervision.

Osias Dacquel

Social Enterprise Development Manager

Having more than 17 years working in different local & international NGOs and financial institutions, Osias has acquired extensive knowledge in social development programs and services. His rich work experience gifted him expertise in fields such as enterprise development and management, micro-financing & accounting, trust fund investment monitoring, procurement and logistical support.

Joan Endraca

Junior Finance Officer

A young certified public accountant, Joan joined LinkBuild in 2015 as a Junior Finance Officer. She has since taken responsibility in the crucial role of budgeting and monitoring LinkBuild’s accounts as well as assisting the Senior Finance Officer in the completion of various financial reports.

Jennilyn Camacho

Junior Finance Officer

Prior to working in LinkBuild as a Junior Finance Officer, Jenn has three-year experience as an audit and validation supervisor in her previous company. Holding a degree in Accountancy and having passed the Civil Service Exam, her keen attention to detail is most suited in her role as the finance officer responsible in monitoring and recording the daily transactions of the company. Jenn is also in charge of preparing all the salaries and remuneration of all the employees.

Rowena Piacca

Junior Admin Assistant

Despite being the youngest in the LinkBuild Team, Wena already has considerable working experience in the NGO Field as former administrative staff in Samahang Magdalo Inc., and Diwa ng Magdalo Foundation Inc. Having graduated with a degree in Information Technology, Wena has chosen to bring her skills and her experience to aid LinkBuild in coordination, logistics and admin support to all her colleagues.

Kathleen Infante

Architect Intern

An architecture graduate from the University of the Philippines Diliman, Kat is currently having her apprenticeship in LinkBuild. She is a former Membership Head of the UP Task Force Arki, the only service-oriented organization in the UP College of Architecture which is also affiliated with the Philippine Alliance.

Arvin Dimalanta

Architect Intern

A recent architecture graduate with considerable volunteering involvement, Arvin started volunteering as a member of UP Task Force Arki and continued in NGOs focusing on the education and literacy of children in urban poor communities; amongst them were ATD Fourth World and Project Pearls. He is an alumnus of the UP College of Architecture and a former Membership head of the UP Task Force Arki. While working at LinkBuild, he is also pursuing a Masters Degree in Anthropology at the University of the Philippines Diliman.
